The Governor-General was to have a Council of Ministers , not exceeding ten in number , “ to aid and advise ” him “ in the exercise of his functions ” except where he was required to exercise his functions in “ his discretion ” or in “ his individual judgement ” . उसमें उपबंध था कि गवर्नर-जनरल के ? कृत्यों के निर्वहन में ? उसकी ? सहायता तथा मंत्रणा ? के लिए , सिवाय उस स्थिति के जहां उसके लिए अपने कृत्यों का निर्वहन ? अपने विवेकाधिकार ? अथवा ? अपने व्यक्तिगत विचार ? के अनुसार करना अपेक्षित हो , दस से अनधिक सदस्यों की मंत्रिपरिषद् होगी .
